To expand UN Women’s capacity development support for CSO partners, a capacity assessment survey was conducted in the ASEAN region by UN Women Indonesia CO from August to September 2024, alongside a mapping of these organizations. The survey gathered responses from 116 organizations, with an extension to CSO partners in Thailand in November 2024, particularly those from the southern region, who are key players in the WPS agenda. The assessment revealed that 44 percent of the partners surveyed, including those from Thailand, identified a need for capacity development support to implement the WPS agenda at both national and local levels, with Results-Based Management (RBM) being central to its effective implementation and monitoring. The survey also highlighted limited opportunities for CSO partners in Thailand to receive RBM training from any other organizations. Additionally, the report recommends prioritizing resource mobilization, closely linked to results-based storytelling, as a key area for support.

RBM is placed at the centre of the UN Women programme cycle, and it goes beyond rules and regulations, processes and activities.  A results-oriented approach is a powerful tool not only for effectively showcasing the outcomes of programme implementation but also for improving our programming and enhancing accountability towards donors and beneficiaries.  Strengthening capacity in RBM of CSO partners is key for UN Women’s successful programmes. In align with this endeavour, UN Women Indonesia CO conducted online RBM refresher training in May 2024, although there was no participation from Thailand.

Therefore, UN Women Indonesia CO plans to organize hybrid training in Pattani, Thailand, in December 2024 to provide Thai CSO partners with an opportunity to learn about RBM. The training will aim to equip CSO partners with foundational RBM concepts and skills, as well as their practical application in daily operations. This will help to measure and capture impactful results, particularly for women, girls, and other vulnerable populations who are furthest behind. The training will include case studies and examples related to the WPS agenda, as well as step-by-step guidance on using monitoring tools to review collected data and information. The goal is to equip CSO staff with practical skills in Results-Based Monitoring and Reporting. This effort also aligns with the overarching frameworks of UN Women’s Strategic Note and the United Nations Sustainable Development Cooperation Framework.

Objectives

The RBM training aims to: 

  1. Support the strengthening of core capacities for Results-Based Monitoring and Reporting for UN Women’s CSO partners in Thailand through technical and operational guidance.
  2. Specifically, the training aims to enhance participants’ understanding of UN Women’s different levels of results, indicators, and effective monitoring and reporting, using case studies and examples.
  3. Provide practice in designing and implementing effective monitoring methods, while covering key steps in monitoring and reporting procedures and tools, including those used by UN Women.
