Training on Resource Mobilisation for Civil Society Organisations Working in the ASEAN Region on the WPS Agenda

Most countries in the ASEAN region struggle with issues of conflict and inequality which affect women disproportionately compared to their male counterparts. The first-ever ASEAN Regional Plan of Action on WPS (RPA WPS) was unanimously adopted during the 40th and 41st ASEAN Summit held in November 2022 marking a huge step towards fostering gender equality, peace, and security in ASEAN nations. In Indonesia and the ASEAN region civil society organisations (CSOs) play a pivotal role in advancing the Women, Peace, and Security (WPS) agenda—addressing the intersection of gender, peace, and human rights, and advocating for women’s meaningful participation in conflict prevention, resolution, and peacebuilding. However, despite the critical nature of this work, many CSOs in Indonesia face significant challenges in securing sustainable funding and resources for their initiatives.
The landscape for resource mobilisation has become increasingly competitive and complex, with organisations to build strong donor relationships, and develop innovative strategies to ensure financial sustainability. Resources for WPS-related work are often fragmented, with limited funding specifically earmarked for gender and peacebuilding programmes. Funding opportunities might lean more towards development and humanitarian work rather than long term peacebuilding or gender justice initiatives. This coupled with the high dependency on international donors to provide funding, limited capacities of CSOs for effective resource mobilization and shifts in political will to support WPS initiatives provides unique challenges to CSOs working in the WPS agenda limiting their capacities to effectively implement WPS programmes.
This training is specifically designed to enhance the resource mobilization capabilities of CSOs focused on WPS initiatives within the ASEAN context. Recognizing the diverse socio-political landscapes across ASEAN member states, the training will provide tailored strategies and tools that CSOs can leverage to secure the funding and resources necessary to implement effective WPS programs. Participants will explore critical aspects of resource mobilization, including identifying funding opportunities from governmental, intergovernmental, and private sector sources, developing impactful proposals that resonate with potential donors, and cultivating strategic partnerships that enhance collaboration and visibility.
Objectives of the Training
This training aims to equip CSOs working on WPS issues in Indonesia with the skills, knowledge, and tools necessary for effective resource mobilisation. By strengthening their capacity to secure diverse funding and resources, we hope to ensure the long-term sustainability and impact of their work.
The key objectives of the training are:
- To deepen understanding of resource mobilisation: Provide participants with an overview of resource mobilisation concepts, practices, and trends specific to the WPS sector.
- To build the capacity of CSOs in donor engagement: Equip participants with strategies to identify, engage, and build lasting relationships with donors, including government agencies, international and local foundations, private sector partners, and individual supporters.
- To develop effective fundraising strategies/ plans: Train participants on how to design and implement comprehensive fundraising strategies that align with organisational goals and the specific needs of WPS programmes.
- To enhance organisational preparedness: Strengthen the internal capacity of CSOs, focusing on financial management, donor reporting, and accountability, so organisations can better manage resources and demonstrate transparency to funders.
- To promote networking and collaboration: Foster a collaborative environment where CSOs can share experiences, best practices, and potential opportunities for joint resource mobilisation.
Target Audience
Leaders, programme managers, and resource mobilisation staff of CSOs working on Women, Peace, and Security in Indonesia. A total number of 30 participants are targeted from Local CSOs in Indonesia.
