This page discusses the experiences of ASEAN Member States in using gender-responsive budgeting to help implement the women, peace and security agenda.
United National Security Council Resolution (UNSCR) 2242 of 2015 and the 2017 Report of the Secretary-General on women, peace and security to the General Assembly calls for increased funding for gender equality and women, peace and security programmes. Governments have made significant attempts to implement the landmark UNSCR 1325 on women, peace and security of 2000 and the nine subsequent UNSCRs on the agenda. But their failure to allocate sufficient resources and funds has been the most serious and persistent obstacle to achieving the goal over the past two decades. Unfortunately, there is no reliable data on the amount of resources and funds allocated in the ASEAN region for the Member States to track this.
Gender-responsive budgeting is a tool to ensure that fiscal policies and resources are generated, allocated and spent in ways that equally benefit women, men, boys, and girls. It facilitates gender analysis of all sectors and integration of gender perspectives into all government agencies. The tool can also help to monitor allocation of resources and spending on activities of national action plans on women, peace and security.
