Abstract
The Situation Analysis Report on Women, Peace and Security in Cambodia provides an evidence-based baseline to inform the country’s first National Action Plan on Women, Peace and Security. Prepared by the Ministry of Women’s Affairs with support from UN Women, the report synthesises new data and stakeholder input to identify key priorities, and opportunities across the WPS agenda. It notes gains in women’s participation in governance, peacekeeping, and law enforcement, alongside ongoing constraints including underrepresentation in leadership at local levels, gender-based violence during conflict settings, human trafficking, cyber threats, climate-related insecurity, and unequal access to resources. The analysis underscores the need for stronger digital security, improved disaster preparedness, gender-responsive policy frameworks, and coordination aligned with ASEAN commitments.
Findings are organised around four priority areas that align with the ASEAN Regional Plan of Action on WPS: trafficking and transnational crime, peace and cybersecurity, women’s leadership in the security sector, diplomacy and peacekeeping, and climate, peace and security. Cross-cutting concerns include protection from GBV in crises, inclusive participation and leadership, economic and human security, and the inclusion of marginalised groups. The report outlines a phased pathway to develop and implement the NAP-WPS. It draws on document review and national consultations with nearly 250 participants from government, civil society, youth groups, academia, UN agencies, development partners, embassies, and personnel with peacekeeping experience. Consultations were held from October 2024 to March 2025, and the final report was completed in August 2025.
