Launch of National Action Plan to Prevent and Counter Trafficking in Persons 2026-2030

Through the leadership of Ministry of Justice of Timor-Leste, the Commission to Combat Trafficking in Persons (KLATU), with support from UN Women, will organize a ceremony to officially launch its first-ever National Action Plan to Prevent and Counter Trafficking in Persons 2026-2030 (NAP). The NAP presents a national roadmap to promote Timor-Leste’s inter-agency efforts to prevent and respond to trafficking in persons (TIP).
The new NAP aims to prevent TIP, prioritize protection of survivors through services and assistance, ensure effective prosecution and strengthen collective efforts among all stakeholders to combat trafficking. The plan was developed through consultations from January to June 2025 with around 600 individuals from 13 municipalities and Special Administrative Region of Oecusse Ambeno, including law enforcement agencies, civil society organizations (CSOs), local community and leaders, faith-based leaders, and person with disabilities to ensure inclusion and representation of diverse voices into the plan.
Following the consultation and technical meetings, the NAP document was finalized and endorsed by the Council of Ministers on 25 July 2025.
The launch ceremony will be held on 30 July 2025 in commemoration of the World Day Against Trafficking in Persons.
The objectives of the Launch event are as follows:
- To officially launch and present the NAP and its accompanying workplan matrix, engaging key stakeholders working to combat Trafficking in Persons in Timor-Leste, and to promote national ownership and commitment among government institutions and civil society organizations.
- To raise awareness about the NAP’s priorities and strategic actions, emphasizing its role in strengthening coordination, prevention, protection, and prosecution efforts in a human-rights based and survivor-centered approach.
