The second generation of the NAP 1325 was finalized in 2023, and it was submitted to the Council of Ministers in November 2023. On 10 January 2024, the Council of Ministers has principally approved the NAP 1325. The implementation of this second NAP 1325 presents an opportunity for Timor-Leste to fulfil its commitment to the development of not only the WPS agenda, but also its contribution to the global agenda emanating from the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and the landmark Sustainable Development Goals (“SDGs”) adopted in 2015, with particular emphasis on SDG 5 concerning promotion of gender equality and the empowerment of women and girls. The development and implementation of the WPS agenda has been curated to strategically align with the SDGs agenda.

Recognizing the vital roles of Timorese women in peacebuilding and sustainable development, the NAP 1325 (2024-2028) seeks to promote women’s full, meaningful and equal participation and leadership in peace and security, and community conflict prevention and resolution, disaster and humanitarian response, and to expand the contours of women’s roles in decision making in the security and justice sectors, and to all levels of governance, given that these are factors seminal for a more effective and sustainable recovery phase in the process of peacebuilding. The NAP 1325 (2024-2028) articulates the holistic strategies to promote equal participation of women in all efforts for the maintenance and promotion of peace and security, as well as women’s leadership and agency across areas, including gender-responsive conflict prevention and resolution, and disaster and humanitarian response. The activities that will be implemented under this NAP are organized around the following four pillars:

  1. Participation Pillar: Improving, Strengthening and expanding equal and active participation of women in decision making process relating to governance, peace and security.
  2. Prevention Pillar: Improving, Strengthening and expanding prevention of violent conflict including gender based violence.
  3. Protection Pillar: Strengthen and expand protection and adequate response to violent conflict and gender based violence.
  4. Peace-building Pillar: Improving and expanding peacebuilding through strengthening justice and post-conflict planning.

To celebrate and officially launch the NAP 1325 (2024-2028), the Ministry of Interior, as the coordination lead, will organize a launch ceremony, with the support of UN Women, on 16 February 2024. Representatives from the line ministries and civil society organizations involved in the NAP 1325 development and implementation will be invited.
