On 21 January 2024, the Government of Viet Nam adopted the first NAP WPS of Viet Nam. A significant policy instrument that built upon the many achievements of Viet Nam in promoting gender equality in all aspects of social life, in the maintenance of peace and security, and in contributing to furthering the WPS agenda globally, the NAP WPS was developed through intensive process of consultations spanning over three years from 2021 to 2023 and extending to the majority of government and local authorities, as well as to the public.

The NAP will be implemented within the period 2024 – 2030, in tandem with the National Strategy on Gender Equality for the period 2021 – 2030, with an overarching aim of ensuring and promoting gender equality, the voice and participation of women in all areas of peace, security, contributing to the peace, security and sustainable development of the nation and the world. The four main strategic goals, correlating with the four pillars of WPS, are namely, enhancing the participation of Vietnamese women in all areas of politics, foreign relations, defense, security and addressing non-traditional challenges, improving the prevention of gender-based violence, especially in the contexts of crises and non-traditional challenges, further mainstreaming the gender perspectives in relief and recovery, and enhancing international cooperation relating to WPS. The NAP also identifies five groups of actions, spanning from reviewing and complementing existing policies and regulations, improving the effectiveness of WPS-related measures, building the capacity of women participating in the maintenance of peace and security, actively promoting and participating in bilateral, regional and international cooperation initiatives on WPS.

As the coordinating agency for the implementation of the NAP WPS during this period, the Ministry of Foreign Affairs of Viet Nam is tasked with developing a Delivery Plan for the implementation of the NAP WPS in 2024. The NAP Delivery Plan will serve as a tool to assist government and local authorities as well as relevant stakeholders in identifying the specific and measurable activities required under the group of actions specified under the NAP WPS. It will also provide a basis for identifying the budget, for monitoring and assessing the effective implementation of the NAP WPS in the following years.

As such, this Workshop is organized by the Ministry of Foreign Affairs of Viet Nam in cooperation with the UN Women Office in Viet Nam with the intended audience being relevant stakeholders in the development of the NAP Delivery Plan and the implementation of the NAP. This Workshop aims to provide participants information on the logical frameworks employed by other countries in implementing their NAPs WPS, and create rooms for discussions on how such a framework can be best developed in the context of the NAP WPS of Viet Nam. The discussions of this Workshop will be used to facilitate the development of the NAP WPS Delivery Plan based on such logical framework.

Objectives

1. Understanding logical frameworks: To deepen participants’ understanding on the WPS agenda, the NAP WPS of Viet Nam, the concept and importance of logical frameworks in planning and implementing the NAP WPS.

2. Skill development: To equip participants with practical skills on developing logical frameworks for the NAP WPS, including identifying clear activities, means of implementation, indicators, and on budgeting and resource mobilization.

3. Application to Viet Nam’s context: To apply these skills to the specific context of the NAP WPS of Viet Nam through a drafting exercise on a preliminary logical framework for the implementation of Viet Nam NAP WPS.

4. Collaboration: To facilitate discussions among participants on the NAP WPS Delivery Plan of Viet Nam.
