Since the first quarter of this year, two workshops have been conducted to shape the Monitoring, Evaluation, Accountability, and Learning (MEAL) Plan and Framework for the National Action Plan on Women, Peace, and Security 2023-2033 (NAPWPS 2023-2033) These workshops helped determine midterm outcomes and identify several indicators for the framework. Meanwhile, OPAPRU has been actively engaging with National Steering Committee on Women, Peace, and Security (NSCWPS) member agencies to obtain agency-specific action plans (ASAP). It has also conducted a series of bilateral meetings with relevant government agencies to secure their buy-in and to share essential plans and indicators for WPS implementation. Additionally, an online survey was carried out to gather insights from various agencies on the MEAL Plan and Framework for WPS.

The Validation Workshop, the third and final workshop, will focus on finalizing the indicator handbook for the NAPWPS 2023-2033. The handbook is scheduled to be launched at the International Conference on Women, Peace and Security in October 2024.

Objectives:
Building on the outcomes of the first two workshops, the third workshop will further develop the NAPWPS MEAL Plan and Framework. This two-day workshop aims to engage the NSCWPS member agencies and CSO partners in formulating guidelines for measuring and using WPS indicators, as well as integrating the Accountability and Learning components of the MEAL Framework.

Specifically, the participants will:

  • Develop an appreciation of data collection in the government agencies for WPS indicators;
  • Select existing indicators to measure the results and progress of WPS interventions;
  • Identify proxy and potential indicators for the NAPWPS; and
  • Determine reporting approaches, learning strategies, and accountability mechanisms for consideration in the MEAL
