Abstract

The Comprehensive Agreement on the Bangsamoro (CAB) which ended the almost two decades of negotiations between the MILF-Government of the Philippines, ended one of the longest-running internal conflicts in Southeast Asia, heralded a renewed commitment towards peace and development in the region. The new political entity that replaced ARMM, the BARMM, provides a new context for the implementation of the BARMM RAP-WPS. This new context also necessitated a reframing of the plan to respond more effectively and efficiently to the lived realities of the Bangsamoro women. This reframing reflected and integrated national priorities and policymakers’ interests. The updated Plan continued to be structured around UNSCR 1325’s four strategic pillars: protection, participation, prevention, and relief and recovery. With the Enhanced 12-Point Priority agenda of the BARMM for 2023-2025 and in accordance to the Bangsamoro Development Plan (BDP) 2023-2028, the BARMM RAP-WPS 2023-2028 shall serve as the blueprint of the multi-level and multi-stakeholder implementation of the Women, Peace, and Security (WPS) agenda geared at contributing to the bigger peace and development agenda in the region.
